摘  要

自上世纪末以来，IT行业的发展如日中天，已经渗透到了社会的每一个角落，“信息社会”的出现也就不足为奇。而作为社会乃至信息社会中重要纽带的政府，其电子信息化也成为国家信息化发展程度的决定因素，政府的电子信息化即“电子政府”或“电子政务”。

在全球化时代，各个国家，从中央政府到地方政府都在展开激烈的竞争，包括资金竞争、人才竞争等，而电子政务建设本身是创造投资环境的一个非常重要的方面。随着信息技术和互联网的高速发展，在如今全球化的商业竞争中，企业的电子商务、ERP系统的重要性已非常显著，同样，一个好的电子政务系统将为国家创造出一个良好的商业环境，使得政府为企业提供优质的服务和生存保障，这样的一个国家将引来更多的外商投资入驻，为国家带来更多的发展。因此电子政务的发展有着非常深远的意义。

该毕业设计说明书系统地解释了电子政务软件系统在公众服务这一职能上的功能及实现。系统功能包括用户注册及登录，政务查看，意见反馈和文件下载，管理员登录，对政务进行增、删、改、查等重要功能，基本上实现了用户在线使用电子政务软件系统的功能流程。本电子政务公共服务网站界面直观，易于操作，功能性强。

本系统采用三层架构结构：将整个业务应用划分为：表现层（UI）、业务逻辑层（BLL）、数据访问层（DAL）。其中，用户界面层通过JSP ,Java Script和JSTL技术实现，业务处理层采用Struts2技术实现，数据存储使用Oracle数据库，使本系统具有良好的稳定性和可扩充性。系统设计按标准化和规范化的分层设计，采用结构化实现，使系统结构分层鲜明。本系统具有比较完备的功能，以网站界面与用户进行交互，为用户提供政务信息并接受其标准操作，同时通过数据库来存储信息数据。

Abstract

Since the end of last century, IT industry has grown, has penetrated into every corner of society, the emergence of the "information society" IT is not surprising. The government，as the important link in society and information society, its electronic information has become a deciding factor for a nation information development, government electronic information that is "electronic government" or "electronic government".

In the era of globalization, each country, from the central government to local governments in the fierce competition, including the capital, talent competition, etc., while the construction of e-government, itself is to create a very important aspect of the investment environment. With the high-speed development of information technology and Internet, in today's global business competition, the importance of enterprise e-commerce and ERP system is very significant, in the same way, a good e-government system will be for the country to create a good business environment and enabled the government to provide high quality service for the enterprise and survival safeguard, such a country will attract more foreign investment, bring more to the nation's development .Therefore the development of e-government has far-reaching significance.

The graduation design instruction systematically explained the e-government software system in the public service function on the function and realization. System functions include user registration and login, political view, feedback and the file download, the administrator login, to insert ,delete ,modify and query affairs, basically has realized the online using the electronic government affairs function of software system process. The electronic government affairs public service website is interface intuitive and easy to operate, functional.

This system adopts three layer architecture structure: the entire business application is divided into: the presentation layer (UI), business logic layer (BLL), data access layer (DAL). Among them, the user interface layer by the JSP, Java Script and JSTL technology

implementation, business process layer uses the struts 2 technology, data storage with Oracle database, make the system has good stability and scalability. System design according to the standardization and normalization of hierarchical design, using structured implementation, make the system structure clear arranged .This system has the function of relatively complete with web interface to interact with users, to provide users with administrative information and subject to the standard operation, at the same time through a database to store information data.
