加强建筑施工现场脚手架钢管扣件的质量安全控制，主要是在采购和生产的源头上、在回收发放过程中、在维修和报废方面、在施工设计方案审批以及现场安全检查管理等五个方面严格把关，坚持对钢管扣件的管理和施工以程序化、制度化进行。希望政府有关部门在这几个方面，尤其是对生产厂家加以规范治理，正是因为其无序的竞争，才造成我国目前脚手架租赁市场的差乱局面；尽快制定出钢管扣件租赁的相关法律法规，规范目前脚手架租赁市场，并在质量、租赁价格和其他相关方面加以引导和控制。
本论文借助一个工程实例项目深入探讨扣件式钢管脚手架说明了脚手架从方案选择到方案编辑的全套实施程序。通过对重大工程事故的分析，剖析问题产生的原因，结合资料和实际对这些措施进行改进和创新，以及一些可行性比较大的措施。

ABSTRACT
Quality and safety control strengthen building construction steel scaffolding fasteners, mainly in procurement and production of the source, in the recycling process, in the repair and scrap, approval in construction design and on-site safety inspection management five aspects strictly, adhere to the management and construction of steel fasteners to program, institutionalization. Hope the relevant government departments in these aspects, especially to regulate the management of the manufacturer, it is because of the disorderly competition, caused our current scaffolding rental market differential chaos; to formulate relevant laws and regulations of steel fastener rental as soon as possible, regulate the scaffolding rental market, and in the quality, the rental price and other related aspects of guidance and control.
In this paper, by means of a practical engineering project in-depth study of fastener-style steel pipe scaffold that scaffold from scheme selection to the full implementation of program editor. Based on the analysis of major accidents, analysis of the causes of problems, combined with the actual data and the measures for improvement and innovation, as well as some feasibility measures relatively large.
